The Sport & Physical Activity Manager for Beckett on Sea Council is new in post (appointed 4 months ago) and has inherited a team that is low on morale after a number of staff posts were made redundant as a result of budget cuts in the previous financial year. Following these redundancies, a number of staff members successfully gained employment elsewhere which has also left a number of positions vacant within the service. The Sport & Physical Activity Manager has also just learnt that the service will face additional cuts of 10% from the service budget in the next financial year.

You are required to prepare a report that considers how she and the rest of the Sport & Physical Activity Service can respond to this situation. Your analysis should complete the following tasks:

1. Identify the key opportunities and threats within the external environment, and suggest how the service should manage and respond to them.
2. Analyse the internal environment within Beckett on Sea Sport & Physical Activity Service to identify any issues that might hamper the services ability to meet its strategic aims, and suggest solutions.
3. Identity the best way to save / cut 10% from the service’s budget in the next financial year whilst still enabling the service to deliver against its strategic aims and contribute to the achievement of Beckett on Sea Council’s strategic vision and aims.

You should follow a report format and produce a 3000 word report that addresses the following areas:

– Strategic Analysis (External & Internal Environment)
– Strategic Choices (Strategic Options and suggested strategic choices)
– Strategic Implementation (production of a set of SMART actions and performance measures)

In addition, you are expected to produce the following analyses within the report appendices:

– A PESTLE analysis
– A Cultural Web
– A SWOT analysis

These should support the discussions and analysis in your report (i.e. you should refer to them in your report) and combined be approximately 1000 words in length. These are marked as a formal part of your submission.

You may also want to include additional appendices to support your analysis such as a detailed action plan to show how you would implement your strategic choices. Any additional appendices such as this will not be included in your word count, and are optional.
