3.0 Rationale for health issue as NHPA; need to provide any graph trends to support and explain about it; target groups can be elderly, indigenous people, lower socioeconomic status people, people live in the remote area, or people who live in the urban areas; prevention, divide into 3 prevention: primary,secondary and tertiary.

4.0 intervention: provide an health promotion program (need to be active in Western Australia)
